  The Council for Security Cooperation in the Asia Pacific (CSCAP) speech by Dr Michael Vatikiotis, Asia Director for the Centre for Humanitarian Dialouge. I would like to thank the CSCAP Convenors and organisers, and especially the Ministry of Foreign Affairs of Thailand for inviting me to speak at this distinguished gathering.   The book edited by Barry Buzan and Yongjin Zhang covers some of the essential aspects of the East Asian region that are fundamental to the development of any future regional security architecture.
